He's at it again but this time on a FRIDAY. At 5 pm on October 2, 2009, the same tall and husky city employee was observed parking his car along 81st Street and 5th Avenue in Brooklyn, NY. He shut off the ignition, placed the NYC Human Resources Administration on the dashboard of his government vehicle and walked past the one hour parking meter without dropping a quarter inside it. Destination? The bar on 8122 5th Avenue for Happy Hour! An hour and a half later, he is seen leaving the bar, getting into his car and I guess it's back to work!


Getting Primed on the City's Dime

Every other Thursday at around 6 pm, a tall and husky driver can be seen parking his NYC agency owned vehicle along 5th Avenue in Bay Ridge, Brooklyn. He places his NYC Human Resources Administration placard on top of his dashboard and exits the vehicle without ever feeding the one hour parking meter. He then walks over to the Knights of Columbus bar located at 8122 5th Ave, Brooklyn, NY 11209 for a visit. He's been seen staggering back to his agency vehicle several hours later suggesting that he may have had a few drinks too many.

I don’t know what kind of violation this can be categorized as. Is it a parking meter abuse? Is it a drunk-driving accident waiting to happen? Is it theft of city services and resources? Or is it all of the above?

The owner of this vehicle has been parking around the sixth precinct for more than a year without a front license plate and very darkly tinted windows (both NY violations.) I have sent three letters to the captain of the precinct with no action taken. It is currently parked on the east side of Hudson street between Charles and Perry at metered parking. Who is this guy that he can operate his vehicle without a license plate for more than a year without any consequence?????
Can not make out the permit number because the window is tinted very dark.

Car is at a meter, unpaid, at 34 Avenue A, East Village. Funny because the unmarked towers and truck show up to tow him and he and all his buddies run out to show juice. They don't tow!!!
Unpaid tickets and illegally displayed placard and DRUNK. They let him walk.

I saw this today on E 45th, between 2nd and third ave in front of the Amish market and had a good laugh with another guy. Why does a court person have a permit to park their porsche on the street......isn't the mere fact that this person is driving an $80,000 plus car enough to ask why they get to park for free? And....if that's how much we are paying our public servants, it's no wonder the city is broke.

I live in Parckchester, the Bronx, which suffers from congested parking. There is an officer who lives in the surrounding neighborhood who constantly parks her personal vehicle (a 2003 Honda accord coupe) in the public parking space in the complex which is metered parking. Not only does she not park her car there all day long without paying the meter but she parks in tow away zones, she parks her vehicle nose out which is a no-no (nose in towards the curb is mandated by the posted traffic sign), and on several occassions while other residents sit and wait for a parking spot to open up, she has defiantly grabbed the parking before the other drivers who have (waited several minutes or even an hour) can move in to park. I asked a neighbor who works for the NYPD Traffic department Parking Enforcement division, why traffic agents constantly allow her to get away with this bypassing her vehicle everytime and issuing summonses to others who mght just be a few minutes too late in putting quarters in the meter. His answer was simple and to the point, "It's illegal but no traffic agent will issue a summons to an officer of the NYPD for such a violation for fear of reprisal. there's an unwritten rule to turn a blind eye because traffic agents rely on the support of the officers when performing their duty. If traffic agents begin to issue summonses to Officers of the NYPD, traffic agents may not get the critical assistance they need if they encounter trouble on the streets."

He also informed me that Court Officers, and Corrections Officers get issued summonses all the time, but that it is up to the discretion of the agent to bypass their vehicle and show leniency. Newer agents just assume its bad business to issue any summonses to any law enforcemnet personnel period. However, very often that same professional courtesy is not returned to the agents by members of the NYPD Police Officers.

4 autos parked here this corner overnight without the meter reciept displayed on the dash but rather some official looking placard or patches. I spoke with a meter maid on a street near by, after overhearing her walkie talkie announce that 2 blocks were not to be patrolled. She stated that those who place a summons on vehicles with placards are routinely "punished" without any elaboration. This is arguably institutionally supported corruption.

The mayor is considering congestion pricing but it would not be necessary if he had the testicles to take all the permits away.

This was on Broadway at 70th today. No money in the meter. No precinct or emergency nearby. Keeps the decal under the seat and tosses it up their to run errands.

I do not know about the seaworthiness of the placard. I just know its official abuse of privilege.

Project Renewal owns a number of vans. Their permits allow them to park for up to 1 hour at a meter without paying. The meters on 2nd Avenue are in effect until 10:00 PM. These vans are routinely parked in the afternoon and left overnight. Some days they do not move. They are routinely parked on a Friday afternoon and not moved until the following Monday. They do not move for street cleaning which happens Monday through Saturday on 2nd Avenue. How are the local businesses supposed to earn the tax money which funds Project Renewal if the meters do not turn over for cars to use? Traffic agents will not ticket these, even when the violation is pointed out to them.

What could NYPD Transit-Brooklyn be doing parked on Saturday morning at the plaza? Maybe getting a little retail therapy in at Bergdorfs or F.A.O.? This guy was parked in a spot in which only commercial vehicles were permitted to stand, and then nly if they paid the muni-meter rate. There was no muni-meter receipt on the dash. I guess he can put the savings toward his purchases.
