Reserved, free parking space for my Lexus
43 West 22nd Street, Manhattan. Observed by pete on Fri, Jan 22 2010
I have seen this car parked on the same spot on a 'No Standing' zone on my way to work every day for at least two years (actually, it's not the same car; he had a red Lexus before buying this 2009 model a few months ago). The permit is from the Police Department of the City of New York School Safety Division, and expired December 31, 2009. The permit appears to be a photocopy, with the license plate handwritten at the bottom. It is placed upside down under the registration and inspection certificate, so it is hard to see.
The car is parked there all day, because i sometimes see it still there on my way home. I have never in all this time seen him get a ticket.
Of particular irony is that he parks illegally right next to a parking garage, and that the vanity license plate makes it clear that the owner is very religious.

Manhattan Community Board 8
May 28, 2009
Inspector James Murtagh
Commanding Officer
NYPD-19th Precinct
153 East 67th Street
New York, NY 10065
Dear Inspector Murtagh,
Community Board 8M has recently received a number of complaints from the public about vehicles displaying “NYPD-19th Precinct” placards parking illegally at the two small center islands located at either end of 66th Street between Second and Third Avenues.
As you know, these islands are signed “No Standing Anytime” and it is illegal for any vehicles to park at curbs with this signage, even with a city issued placard.
We would appreciate it if you would remind your officers of this fact.
Thank you for your attention to this matter.
Sincerely,
Jacqueline Ludorf Jonathan Horn and Charles Warren

Obscuring the Daylight
Douglass Street at Fifth Avenue, Brooklyn. Observed by ParkSlope on Thu, Dec 03 2009
Several months ago, in response to a civilian request, NYC DOT daylighted the northwest corners of both Douglass Street and Fifth Avenue and Baltic Street and Fifth Avenue as a safety measure. Unfortunately, both corners are frequently occupied by illegally parked cars.
Both streets run eastbound across Fifth Avenue, and both are offset, with the streets on the east side of Fifth Avenue about 20 feet north of the streets on the west side of Fifth. This creates a dangerous situation, in which cars heading to and through the intersection can't see pedestrians in or entering the crosswalk until they're nearly in the intersection, and vice versa. The daylighting of the corners vastly improved visibility -- which is negated when a vehicle parks illegally at the corner.
Today, the spot on the northwest corner of Douglass at Fifth Avenue was occupied by a late-model silver Toyota RAV4, with a police permit that appeared to be photocopied. The space is marked No Standing Anytime.
Unsurprisingly, the corresponding spot at Baltic and Fifth Avenue was also occupied by a van, which totally obscured the intersection (it did not sport a placard -- just Pennsylvania plates). I pointed it out to a passing Traffic Enforcement Agent, who wrote a ticket. When I mentioned the RAV4 with the parking placard at Douglass, she rolled her eyes, said that TEAs hate placard parkers because they park everywhere with no regard, but said there was "nothing they can do."

This kind of crap is exactly what this site is highlighting and could not be more clear than this example. The situation has been brought to the attention of Council member Daniel Garodnick over three years ago and many times to community board 8m. The DOT has looked at the situation and declared the NO STANDING ANYTIME SIGNS to be appropriate. The DOT parking placard guidelines clearly state that placard parking is not permitted in NO STANDING ANYTIME zones.

Can not make out the permit number because the window is tinted very dark.

Continued blatant placard parking abuse in a NO STANDING ANYTIME zone despite a formal request to the commander of the 19th precinct to cease and desist the illegal activity by community board 8M.
These islands are part of the parks department Greenstreets program and this bit of greenery for the community totally being totally disrespected by NYPD employees for their own convenience. Thus rather than a park we have a dog feces/refuse lot surrounded by illegally parked placarded cars.
http://nycgovparks.org/sub_your_park/trees_greenstreets/greenstreets.html
This blatant police parking abuse sets the stage for a cesspool of parking abuse on this street. Why not after all the police are doing it, why not me.
This the meters are full of all day parkers most with bogus placards, a few 19th precinct placards and the so-called truck loading and unloading zone devoid of trucks loading and unloading but full of scofflaws.
Amazingly the community board 8 people misplaced a resolution to change the signage on North side of the street from Trucks loading to normal street parking which would have taken effect about at this time. To this date the cb refuses official comment. A formal complaint has been filed with the borough president's office yesterday.

180 Grand St. New York, NY, Manhattan. Observed by hungtat on Sat, May 02 2009
This Toyota Camry was parked on a Saturday during the time period restricted for commerical trucks. It had an expired NYPD parking permit with licence number partially covered by a NYPD PBA card, and the number did not match the license plate. I asked a traffic agent who skipped right through it why he did not ticket this car. He said in his own words "I have instruction" and that "the guy might be too busy to get the updated one." So now you know not to bother reporting to the city if you ever seen a car with the expired permit. Traffic agent does not care anyway and we as taxpayers will just have to pick up the tabs.

I missed the permit number on this 4Runner's 70th Precinct placard because it was almost entirely concealed by the registration and inspection stickers. However the licence plate on the vehicle matched the placard. The Honda in front of it was also illegally parked, but I was about to miss my bus so I didn't check it out. If it's still there tonight I'll update if it was NYPD too.
UPDATE - Yup! The Honda is NYPD too!
2nd UPDATE. The 4Runner was back (and unsurprisingly parked illegally again) so I've added the permit #.
