So, while it may be possible to imagine what official business the US Parks Police would have in this gritty section of downtown Brooklyn, it seems like a stretch. Even then, no permit allows parking in No Stopping.

Axes to grind...there you go. There was recently a program on NOVA which analyzed the manner in which the original Americn inhabitants ground their axes (and other implements) and which suggested that they may have come from not Asia but Europe. And what better port of entry in that case than downtown Brooklyn. USP would definitely be interested than that.
But funny how this poster would notice a government car parked at the curb and not the illegal and dangerous sidewalk shed beside it.

#1: Yeah, right. You certainly have an active imagination -- how's that screenplay going? In any event, unless he's in hot pursuit of a serial park litterbug, he should find a legal place to park. (No permit allows for parking in a no standing unless it's an emergency.)
#2: This is completely off topic, but I can't resist (maybe some other mod can come delete both posts for being off-topic :-)
That sidewalk shed is only the tip of the iceberg. The two buildings there are a complete horror. They are rat infested and reek of urine, and it's been like that for over a year. A few months ago someone (possibly the city?) literally built a metal cage around the front to keep people out. I'd love to see a site like this about blighted conditions that the city allows to linger and linger (although it's been summonsed repeatedly by DoB, the city is often slow to take more serious action).
But fundamentally this is the same, tired objection that keeps on being leveled -- that there are "more important" problems elsewhere. Well, duh, but THIS site is about placard abuse and official bad parking, not wretched sidewalk sheds.

do have any idea what a u.s. park police officer is?...i know you timeout new york, fresh direct types dont know but they are u.s. federal police officers charged with protecting federal lands and parks...which includes many unprotected federal beaches..
i know you are thinking of the unarmed nyc parks enforcement patrol which enforces bike laws to the yuppies on the west side bike lane.

Considering the fact that there is a 99% chance that this federal vehicle is parked in a permitted authorized spot and is not abusing its placard, there are more important problems. Thank god baseball is back!!!
It is this site keeps posting the same tired photos of vehicles alledged to be illegally parked, when in fact the permit in the window allows them to be parked where they are (hydrants excepted). Do you think the city prints these permits because they simply have to find some way to spend the money they have been budgeted?
#3 might be off topic but it is the poster who wondered what business a USPS would have in brooklyn. Did you know that there is actually a National Park in Brooklyn?

Absent an emergency, it's not permissible to use a placard to park in no standing or no stopping zones. Period. This is the law as set out in the VTL and the NYC Traffic Rules. If you've got evidence otherwise, show it.

Captain: Johnson, look at this photo, what was the big emergency that you couldn't park in a regular spot?
Officer Johnson: My tour was over. Did you want to pay me overtime to search for a regular spot?
Captain: No, you're good. But that vehicle better not smell like rat shit and urine come Monday morning. I have to drive the commis to an inspection in it.

First.....According to New York State Law U.S Park police have authority throughout New York. US Park Police Officers have the responsibilty of investigating crimes which occur in National Parks and Monuments (Yes There is National Park Property in Brooklyn).
So what can they possibly be doing off park property? (Besides going to court hearings)
As surprising as it may sound: Many times criminals don't stay in the place they commit crimes, they have an odd tendency to flee the scene before police arrive! Many times these investigations can lead federal officers off federal property to investigate the crime, interview witnesses and suspects and hopefully apprehend the criminal.

The Federal Park officer could have been on official Bussiness at the hospital which depending on the reason could easily constitute an Emergency which would allow the use of the permit to park in that spot.
The officer could have been on an investigation and spotted a subject he needed to speak with or apprhend and finding a regular parking space would have meant possibly losing the subject.
There are quite a few possibilities for this to be a legit use of the permit and since the car is NOT impeding a pedestrian walkway or a fire hydrant the benefit of the doubt should be given to the officer in this case.

What about the government office buildings downtown???
The cop could have been on official Bussiness at one of
the several government or court buildings in the area.
