It looks like an unmarked police vehicle to me. I thought plates weren't supposed to be displayed, especially of unmarked police vehicles? Its UNMARKED, not supposed to have "official" plates.
Yeah, why block the plate? nobody would ever suspect that was a cop ar....

The orange EZ Pass gives it away. You'd think the city would give out white passes if they really wanted a car to remain unmarked, eh?

This is 'unmarked' security - but obviously Law Enforcement. FYI this is in front of City Hall - and there are always going to be police and other Law Enforcement cars present on that block...

OP describes this spot as a bike lane. How does anyone know it's a bike lane? I don't see any bike lane markings.
