It's a four lane street reduced to 2, a safety issue. Notice how there are no spots, even though nobody is supposed to park there.

Why is Dick Tracy obsessed with the cops of this particular precinct?
Makes me believe he has a bone to pick. Mr. Tracy, please try to concentrate on the other 99% of the law breakers out side of the vicinity of the 19 precinct. Surely, these scofflaws deserve your attention.

To my fellow employees I say "keep parking there my lovelies". When and iff they change our contract(which it will never happen) I pray that I will already have been retired a decade. Till this happens.....it is free reign within a SEZ.
