SEZs, it turns out, don't really exist -- they're a figment of the police imagination + a lot of tradition. There's no law, no rule, no contract that authorizes them or even acknowledges in passing that they are legal. (The "no parking except authorized vehicles" signs are what happens when the precinct follows the rules and coordinates with DOT.)
In any event, these are no standing signs. The rules are very explicit -- even official vehicles must obey no standing signs, except for emergency operations. Commuting is not an emergency operation.

No Standing signs are made for the purpose of allowing NYPD, FDNY and etc., to park. Think carefully, do the NYPD commands have parking lots or garages? Of course not. Where should the cars be parked then? You can not blame the MOS for commuting to work by cars, it is a personal preference and an option. So stop hating on others because you don't have a permit. Permits come with the (dangerous) job, and it is the least thing mos can have (considering the low pay).

The DOT regulations clearly states that placard parking is not allowed in NO STANDING ANYTIME.
