SUBJECT: Suspension of NPDF Vehicle ID Placard Program
The Mayor of the City of New York has reportedly issued a directive to the New York City Police Department (NYPD) to arrest any person possessing any fraternal association member vehicle identification placard.
There have been isolated incidents wherein arrests were reportedly made for the mere possession of fraternal association member placards by the NYPD Internal Affairs Bureau and the bearer being charged with criminal possession of a forged instrument. According to NPDF legal experts there is no legal basis for such a charge and NPDF attorneys will be taking aggressive action to secure a “cease & desist” order from the courts.
The National Police Defense Foundation, a congressionally recognized and IRS approved 501 (c) (3) non-profit organization, implemented the NPDF Member Vehicle ID Placard Program in 1996. Our Chief Legal Counsel did his due diligence and determined that possession of said member placard does not violate any federal, state and city law.
In addition, the New York State Attorney General in its audit of the NPDF Accessories Brochure found no violation of law prohibiting us from issuing Member Vehicle ID Placards.
It is our official position that the NPDF Member Vehicle Placard does not imitate any official NYPD or other police agency placard since it does not contain any official government seal, nor does its design, color and expiration date appear to be a facsimile of any official police placard.
It should be noted that the National Police Defense Foundation is duly registered as a police organization with the New York City Police Department, Internal Affairs Bureau and the New York State Attorney General. As of this date, the NPDF has not received any official communication alerting us of the Mayors reported directive or suspected violation of law.
The NPDF Executive Board has decided to temporarily suspend the Member Vehicle ID Placard Program and await the decision of the court.
You are hereby directed to immediately remove the NPDF Member Vehicle ID Placard from its assigned vehicles when parking or traveling in any of the five boroughs of the City of New York .
Any member wishing to surrender the member vehicle placard will receive a $25 credit toward next years membership dues or application fee to order NPDF “Safe Cop” organizational license plates being offered by the New York and New Jersey Department of Motor Vehicles.

Looks like a legit permit. I would walk on past this one and tag a much easier un-permitted vehicle.

I think Michael is corrupt, not senseable.
This guy was caught making up evidence in a federal case, possibly assisted by the SI Boro Pres, pardoned by Bush, and is now making up permits to park unmolested.
Leads one to think the original charges were true, and not just Michael is corrupt.

Joseph Occhipinti, originally worked for the Customs Service where he became a thorn in their side and his transfer to the Immigration Service was approved. This was one way to get rid of problem employees. He worked with a city police task force that tried to clean up the bodaga's in NYC that were running illegals and drugs, the later of which he no legal right to investigate. He pushed one to many buttons in high places and they went after him. These bodags's were providing campaign funds to very high people and Joe knew it. He was the only Fed ever arrestted and jailed. While it's true that he always overstepped his authority he was the smartest Fed around in that he always kept secret files and proof of corruption hidden as a sort of get out of jail free card. That's how he got the pardon from the president. As for the permits, they're not illegal to have or display. How many cars do you see with those large brass bumper plaques that say State Police or Judge? If the placard is intented to impersonate a police officer then it's illegal. If the meter maidens see it and walk past without giving it a ticket they're not doing their job. Where does it all end?

You could be right about what happenned to him. I thought he was pardoned because he had friends in low places, but maybe your story is true about why he was pardoned.
It's just that he was accused of some phoniness before, and now he come out with this, so you have to wonder.
BTW he's not the only fed arrested. There's 3 in Texas that seem to have been doing their jobs and got jailed.
One shot a smuggler who lept out of his car and ran in the dark, leaving 800 pounds of weed behind. After he got back to Mexico and having been wounded he agreed to turn states evidence because he claims he was shot but had no gun.
The other case was a van full of illegals that he stopped (alone) and shot at them as they hit him driving away. He shot a girl in the mouth (not knowing she was there) who wouldn't have been hiding in the van if she wasn't breaking the law but the US atorney didn't see it that way.
Look it up, it's recent and continuing. The problem today is you don't know who to believe anymore. Lost confidence in the system.

Didn't know about the other Feds that were arrested. I should have stated that Joe was the first Fed to be arresed. Somebody mentioned the SI Boro Pres having assisted Joe but he one of the guys that Joe had info on. Other slimy Feds that Joe knew tried to get a peteion going to say that Joe was a great guy. Don't think they got more that a few signatures. It was the dirt that Joe had stashed away on guys like the SI Boro Pres that got him the pardon. He had formed his own chapter of the NJ PBA, or other group and wrote himself for the top cop of the year award and had it presented to himself. As a low ranking Customs officer in uniform he stretched the law and regulations to build up a seizure and arrest record. While other officers were grabbing kilos of hard drugs Joe would turn in a few joints at a time with no bodies. This was in the heart of the battle of corruption around 1971 when the biggest scandle ever hit the service here in NY. Over 100 big brass when to jail. The biggest fish was Fred Boyyett who was the Reg Comm. He should have gone to jail but because his sister-in-law was Lady Bird he was sent to the Texas border and made Asst. Reg Comm there. The second big shot in NY quit and became a law partner for the Miles Ambrose law firm that dealth with Customs cases. This was also illegal but that was the system. Those bodaga's funneled millions into the mayors pockets to keep them in office. Instead of stepping up to be counted when he was needed to stop all the coruption he kept it all tucked away till the day he really needed it and then laid his cards on the table. Hence the pardon.
