Parking at a hydrant and using a placard for a different car (wrong plate # on it) is a double no-no.

I don't agree with parking at a fire hydrant. The plate number doesn't have to match. Ever here of owning 2 cars?

Actually the plate # must agree and a fire hydrant is no different than a crosswalk, bus stop or NO STANDING/STOPPING ANYTIME zone. Placard parking is never permitted in all.

Absolutely NO PARKING at hydrants, bus lanes, and handicaps. Driver should have known better.

Also, I don't know when this photo was taken, but they should have been ticketed for invalid inspection if it was taken on or after January 1st.

BLUE = 2008
GRAY = 2009
YELLOW = 2010

Blue is no longer legal, although it may have been at time of photo.
