115th Precinct (Queens) cop blocking a Brooklyn hydrant

There's really no reason to have the placard on your dash when you aren't on official business or in your Restricted Parking zone. Basicly it shows intent to fraudulently use the placard to evade parking laws.

Perhaps it is due to the illegal activity still occurring and in plain view? Had there been no vehicle blocking the fire hydrant, then no picture would have been taken.
