This car is regularly being parked at this spot, blocking not only the hydrant but also the crosswalk. The police self-enforcement placard originally listed a license plate different from the one on the car, but last week or so someone added this car's license plate number to the permit. Not that parking away from the precinct's parking zone in a crosswalk and at a hydrant would get any more legal that way...
