Per the section 4-01(b)(ii) of the Traffic Rules of NYC, crosswalks need not be marked. These cars are actually parked in the intersection and the crosswalk.
Uncivil: If it is around a Post office all they have to do is put anything on the dash that identifies them as a Postal worker. They get the same discretion as a NYPD, NYFD, and any other agencies.
I know this area. The person taking the pic does not show there is a post office right behind him/her. It's recognised as a postal police self enforcement area. Good luck getting any changes.
No laws broken or made up. Have you ever seen a postal police marked car following a mail truck? Guess what? There is a postal police. Look it up. And they DO self enforce. Oh yeah, postal police is FEDERAL, not city or state so our parking rules hardly apply. Have you EVER seen a postal truck doing deliveries double-parked getting a ticket? I haven't and I'm all over this fine city of ours.

@Lawandorder, but have you seen any fed plaque get a ticket? Not imagined zone. I work very close to this post office and I can tell you as of yesterday, all plaques were showing and no tickets were written over them.
@lawandorder: It's the same as a SEZ for the NYPD. The only difference is it's federal. They can park there as long as a placard is visible. Actually all they have to do is put something in the windshield to show that they work for the Post Office
