So what? Would you feel better if it was a "valid" permit? The car will be able to park here no matter what permit it has so what's the big deal?
Isn't there anything else you can turn your simple attentions towards?

It is a police car, so the placard in it doesn't matter. It's here for a detail at Gracie Mansion.
This is totally a non issue.
