abusing parking laws

This owner parks in front of the fire hydrant every day and night for hrs at end and sometimes he parkst there for days and puts a NYPD placard in his window and never gets a ticket

I know that area pretty well. It is a bitch to park in that area but it is still no excuse to entirely block a fire hydrant.
