There is no way they don't see this regular parked illegally.

There is not way they haven't noticed yet the placard doesn't match the license plate.

It's been reported to them, just in case they were so oblivious they couldn't see it for themselves.

There is no plausible excuse left for this vehicle to continue parking illegally, where a self-enforcement placard would not apply, with a placard that is not even issued to this vehicle.

No excuse, that is, except for a deliberate and voluntary violation of the law by the Precinct itself.
