The NYPD used to apply the Broken Windows hypothesis. Experience showed the broken windows that were not fixed attracted more vandalism and worse illegal behavior. The NYPD made a lot of progress by eliminating the small signs of disorder in a community, before they escalated into major crimes.

Now, it's the NYPD breaking the windows!
