They're getting creative about breaking the law and putting people in danger up here in the Dirty Five-Two.

This guy somehow managed to both block a fire hydrant and block a crosswalk AT THE SAME TIME!

Instead of giving him the TWO tickets he deserved, and then towing his car, what did the dirty cops driving by do?

We don't really know... but it's not hard to imagine they were elbowing each other and laughing it up. At any rate, they did not DO THEIR JOB.
