OMG! Now you're complaining about someone who is LEGALLY parked and not blocking our precious triangle??? Maybe the meter ran out just a couple of minutes before you took the pic. Or did you hang out there waiting for any civil servant to gouge the city?
placards are NOT legal at expired meters - notice the complaint stated hours of violation - it would not have been in the complaint had the meter just expired.
It's important to remember that not all placards are alike, and thus, not all placards are legal for use at meters. Though it needs to be updated, I would refer everyone to our Quick Reference Chart in order to determine if a car is parked legally or not: http://nyc.uncivilservants.org/html/quick-reference-chart.html.
The placard in question for this particular post is not valid for use ANYWHERE on NYC streets. Its sole purpose is for off-street Department of Corrections parking facilities. It may not be used on the street, the meter is expired (or more likely had never been paid) and thus this car is illegally parked.
