Me thinks not. Just another cop taking advantage of a broken system. He can afford the car but not the quarters. But i got a ticket in 10 minutes in same area.

Out of borough commands often have to send several of their officers into Midtown for a post detail. In a post-9/11 world that is how it works. I bet that guy knew of this and didn't even bother to drive to the Bronx that day because he knew he would be in Manhattan. Constantly you see cars and cops with out of borough Pct #'s on the car. They have to put
