The streets are all full of the resident's cars. No parking spaces are available for anyone outside the neighborhood. You're lucky the Cops only take up the spaces ordinary citizens like you and me would get tickets for if we tried to park there. Stop hating and get a rented space or you can wait for HOURS on end to get a legit parking space. Oh yeah, the Cops don't take up those spaces every day. The medical unit of the NYPD is located on Junction Blvd. They come and go all the time. Get your facts straight before BSing others here.
