NYPD Parked next to hydrant, doesn't move on off-side parking days

This Jeep has been making it a habit to park in Astoria, Queens just two feet away from a fire hydrant near my building practically all week. He also doesn't move on off-side parking days, so the street cleaner has to move around him. The street cleaner told my husband that he won't get a ticket, but we can complain to 311. There's an NYPD Bronx placard in the window. Perhaps they feel entitled to park there. They apparently never get tickets for off-side parking violations or for parking within two feet of a hydrant. When I call 311 to file a complaint, the Jeep disappears and then returns within a few hours to the same spot. Flagrant abuse of the privilege of being on the NYPD force and blatantly inconsiderate of the safety fellow NYC residents.

September 19, 2011: Once again, the street didn't get cleaned because this Jeep didn't move to offside parking like the rest of us. He is parked in his favorite spot, next to the fire hydrant. Again. The parking officer - from Parking Authority in Flushing - says he's not allowed to ticket a car with a permit. I doubt he's verified whether or not the permit is real. He tells the neighbors gathering to complain to call 311. That's the only solution the PARKING OFFICER has, is asking people to call 311. Lame.

"The Police Department responded to the complaint and with the information available observed no evidence of the violation at that time." OK, judging from the picture, the Jeep is clearly parked within 3 feet of the hydrant on a one-way street. No violation? I'm sure that if I would have parked there, I would have gotten a ticket.
Apparently the NYPD is incapable of policing itself. Below are 311 confirmation numbers from past calls regarding this vehicle. Also below is the link to the nyc.gov 311 follow-up web page, on which reports claim that the vehicle isn't there, and/or that there is no violation. You can enter these numbers yourself and marvel at the claim that there is no violation, when this Jeep continues to park within three feet of the hydrant and won't budge on off-side parking days. Two reports claim, for instance, that the vehicle wasn't there last night at 9:48pm and at 10:45pm. My own two eyes, as well as my neighbors', can attest to the fact that the vehicle remained park in that exact spot the WHOLE TIME. No one saw anyone approach the car or an official NYPD vehicle pass or stop on that street during that time, either. I am able to determine this because I have a birds-eye view of it from my apartment, and last night, I made it a point to look every hour since my initial call until after 11:00pm. The vehicle was never moved, yet the report says that it wasn’t parked there at 10:45pm. Could it have conveniently disappeared at the exact moment that an officer stopped by to investigate, and then deftly made its way back into this space unnoticed? Doubtful. I suspect that, seeing the placard prominently displayed in the window, the "investigator" fabricated a report and left. I doubt that they even showed up, or I would have noticed some activity on the street. I saw the owner drive it away at almost 8:30 this morning. I have witnessed groceries loaded out and errands run, as the owner lives on the same block. Clearly, it is not there on official business, and displaying of the NYPD Bronx placard is flagrantly breaking the law with impunity, deterring anyone from taking action. Apparently, NYPD won’t ticket their own.

Set up a webcam with a date stamp and film the non-response. Submit it to IAB, CCRB, and your DA. If they are submitting false documents to cover up illegal behavior, there needs to be accountability!
