I've never heard of this agency, the "Safety and Education Training Trust Fund". I'll get a better, more detailed picture next time. Either way, this truck is illegally parked. This guy parks here all the time.

Apparently he does get ticketed sometimes, as he owes $75 for not moving his truck during street cleaning.
