Saw two cars one sport sedan and a SUV park and block one of two fire hydrants in Park sloop to go and see a movie. I was on my way to get more pics of the offence when the guys walked out of the movie and went to their cars. I overheard them joking" oh no its the cops" when they saw a squad car coming and they laughed and drove off. They did not look like cops.
