I don't understand why DOT can't just change the signs on half of a certain block to reflect that only PD can park there. If this kind of thing is pissing people off, instead of just ignoring that, they could simply compromise and assign parking to a specific place. We are also not talking about dept. owned vehicles here. These are POV's. Park on a side street between 14th-17th either between Park and 5th or Irvning and Union. East. In this particular case, his placard allows him to park in a "No Standing Except Loading/Unloading." However, it does not entitle him to be on the sidewalk, if that is what this picture is claiming.
