Update 9/3:
According to 311, the 9th Pct closed this service request on 9/2 at 7:34pm, stating that they did not find any violation. This is false, as I witnessed the car parked there all evening, and as this car is STILL parked there as of 12PM on 9/3. I filed a new 311 request, which is documented here:
