Similarly with the other post, if he was in a private driveway the owner could have him towed placard or not. The driveway is private property and allows the owner to use a private towing company at the driver's expense. As for the crosswalk, it is NOT that egregious of a violation. The back of the car is, however, a little bit over the line. I WILL CONCEDE, however, (before everyone jumps on me for protecting LE, here), that a similarly parked CIVILIAN vehicle WOULD RECEIVE a parking summons.

Forget my last post, I decided to file the complaint now. After investigation, the law is that yellow lines are only allowed to be painted by fire hydrants, not by "driveways" (even if there is a curb cut which this clearly doesnt have).
The owner of the lot will now be complelled to paint the curb grey as per city law.
Thanks Transport Alts for pointing out this egregious violation of the city curb painting laws.

The curb is clearly at street level next to the front passenger side wheel of the SUV, indicating that a curb cut is present. The curb painting is illegal, but that doesn't make this parking job any less illegal.
