DSNY officer looked at placard, and did not ticket or place a sticker on the window. Of course who knows if this guy is really a cop, since his invalid permit has no plate number. This guy's placard is invalid for use here anyway, as it's a Restricted permit for the 42nd Pct, which is in the Bronx, not the East Village.

Come on lawandorder, you know better than to use the term "double-illegal." The permit isn't valid in that are. That does NOT mean it is "illegal." Please do not use the words "invalid" and "illegal" interchangeably.

That makes sense in a grammatical sense only, the use of something invalid in this case happens to be an act in breach of the law. That is the definition of illegal.

Thank you, lawandorder for your understanding. But it's not in breach of the law, SaintEntreri. I'll agree that it is taking advantage of a corrupt system where MOS don't receive tickets but please show me the NYC criminal code that says that it is UNLAWFUL to use a parking placard in a zone which is not in the SEZ of your precinct. You couldn't find it because it just doesn't exist. To me illegal means this: http://www.nypost.com/seven/05272007/news/regionalnews/park_and_lied_regionalnews_kathianne_boniello.htm and it also means this: http://www.nyc.gov/html/doi/pdf/pr48dhernandez_6202007.pdf . These people committed criminal acts. These permits were not only invalid because the holder of them was not an MOS but they were also illegal because you can't possess one unless you are an MOS. These cases and only these types of cases are ones where placard use is BOTH illegal and invalid. This driver, however, is a police officer. Thus, INVALID is the only word we can use to describe his use of his placard.

Yes, the permit itself is invalid. The use of an invalid permit is against the law. We can go at this for a while, unfortunately Webster will agree. Using an invalid permit is in breach of the law, which is the textbook definition in this language of illegal.

So let's go at it for a while! "Using an invalid permit is in breach of the law." It is a VALID permit in an INVALID zone. Plus, how is it the owner of the car's problem? Technically he SHOULD get a ticket right? The permit is not valid in the zone. He is not doing ANYTHING wrong. He is liable for a ticket and if he got one he wouldn't be able to protest it. So... he is not breaking any law. If someone parks in a "No Parking 8am-6pm" at 5:30pm with a PBA card in the window is it an INVALID PBA card or an ILLEGAL PBA card? No. The driver is parked illegally and is liable to be summoned. Cars are ticketed at a P.O. or TEA's DISCRETION. That is what everyone is pissed about. If every officer got a ticket for being in a "No Standing" zone and DISPLAYED the placard, there would be NO problem. The problem is not their use of the placard but them not being ticketed by a TEA.

That makes so little sense, it's frightening. If the use of a specific valid permit in a certain specific area is disallowed by the laws on the books in this city, that means the act of using it in such a fashion is against said law, that being the definition of illegal. Stop arguing with the English language, it will win. The TEAs just compound it, they're not the source of the problem, the sense of entitlement is.

lawandorder you can wait around for the driver of the car, and kindly ask him to allow the street sweeper to do his job. I'm sure if you communicate with the guy like a human being, you will get some results, if that doesn't work, then go to his precinct and talk to someone over there.
write down the plate number and take pictures of the garbage, and go talk to the desk officer in the 42nd precinct. I'm sure this issue can be resolved. otherwise, you're just posting the same thing over and over artificially inflating the number of NYPD permit abuses recorded on this website.
