This guy has a fake placard that says "Federal Law Enforcement Group" on it. As has been documented before, this is a fake placard, and someone has already been arrested trying to pass this off as legal: http://www.papba.org/media-archive/nyp-archive/nyp-050118-id.html

A question to the law enforcement personnel out there reading this: this person poses a threat to your safety by posing as one of you -- how do I get some official action on this, seeing as the 9th Precinct seems disinclined to investigate? Call the local FBI office?
A 311 ticket has been filed (under a provisional number, as the 311 system was on manual when I called). Let's hope that the 9th Precinct responds this time.

This is NOT A FAKE PLACARD. This is just some peice of laminated paper this idiot stuck in his window. He got it by donating money to some group. Who cares?
A fake placard is one that is either photocopied, or forged to look like a legit city or state issued permit. As I've said before, leaving stuff in your window is NOT illegal, even though it many be confusing, or perpousfully meant to fool someone (ticket agent).

This person is not a specific threat. Its the same as the guy that buys PBA cards from eBay, or get a "certiticate" when he donates cash to a "police charity". He is not posing as a cop, he is mearly try to earn favor with cops.
How do YOU get action? Idk, short answer is, you probably don't. I suppose you could call the FBI, but they will probably laugh at you, and then promptly not do anything.

Fun fact for you, the first sentence + the second sentence of your comment = dividing by zero. The definition of a fake placard is a placard that is not backed by a legal agency but is advertised as such. These are not the first, and are the second, therefore, FAKE.

Yes, you are correct. That is what I said. [To refresh your memory: a fake placard is one that is either photocopied, or forged to look like a legit city or state issued permit.] This guy is NOT "advertising" to be a legal agency. The name on the placard is 100% made up.
Therefore, he is not affiliated with any real state or federal agency. As such, it's NOT a placard. It's just something in this window.
