All city empolyees need to work. And they need to live somewhere. So it makes sence that they need to get to their jobs.
Here's the catch. The city picks where you work. The employee has very little say over the matter. Some places have parking, others do not. Why should the employee is punished because the place they are SENT TO has no parking for them?
The city and the community have to reach some sort of compromise. I'm not sure what the answer is, but towing cars is counter productive, and only causes disgruntled workers.
