What about the garbage around the fire hydrant?

I don't know what that is supposed to mean, Dragonman. In reference to the picture, the driver of the vehicle could be behind the person taking the picture for all we know. This vehicle would get ticketed unless it wasn't obvious that the crew was on an active assignment (For example, right in front of City Hall on Centre Street there is a No Standing Anytime sign, but the press is given courtesy because of the abundance of stories they are covering. Holders of press plaques know the deal. They know where they can and cannot park because they will get hammered in a No Standing unless on active duty. Oh and by the way, they aren't even civil servants. I suppose the point of this article isn't about civil servants though really and more about placards and general. Uncivil servants, I suppose, was chosen because it has a nice ring to it.
