This vehicle was parked at hydrant accross from 6967 Grand Ave in Queens at 2:30 PM on Sunday January 6th 2008. No reason for personal vehicle to park in front of a hydrant.
The caption says expired permit. I can't see it in the picture, but is this because it was a "Blue 2007" plaque?
If so, I just want to point out that the NYPD has not issued new permits yet this year. They were pulled 3 weeks ago, and sent back to the printers. New permits will be issued shortly, but this "expired permit" is not the fault of the permit holder. It is the fault of the city, and NYPD not issuing new permits in a timely manner.

Exactly. If it is a blue permit, it is valid until March 1st when they issue the new ones.

I will concede that he is parked at a hydrant, valid permit or not.
