See my original post for details. This is the second car observed and it actually has Maryland license plates to go with the NYPD Permit on the dashboard.
Did the number on the plaque match the licence plate number? If so, then it's insurance fraud. But I doubt it did, because ICO's check for that stuff. I think that cop borrowed someones car. NOT ILLEGAL. Afterall, the permit is issued to the individual, not to the car.
