Why does a civilian in the Department of Corrections' Department of Education on Rikers Island get away with parking in a No Parking Anytime zone?

If they get a ticket they would most likely win the case because the sign is covered.

The sign is not covered. Below scafolding, yes, but not covered.

The sign is covered according to the picture. The sign is supposed to be in complete view. Not covered in anyway. Anyone who gets a ticket there can take a picture of the sign and will most likely get the ticket thrown out or reduced.
