fire hydrant as parking space

Cop from the Mid-Town Manhattan pct. It was parked on the North side of West 35th between 10th ave & Dyer Ave. All day. i WALKED PAST it on my way to work at 3:30 pm and it was still there at 9:30 pm. I called 311 at 3:30 pm.
