I guess a NYPD permit from a Harlem precinct allows one to park indefintely in Soho, and flaunt alternate side restrictions. Even the street sweeper had to go make way for the holder of the "special permit".
Mind you the nearest precinct is several, several blocks and away and what "police activity" could be taking 24hrs and counting (time the car's been parked there)
