Is there any way we can see the placard? Or at least give us a detailed description. If it is not the typical FLEO placard, then this is just being misclassified as a Police - Fed Law Enf. permit.
Sure. It has something that appears to be (but is not) a Federal seal. It says in large letters "Federal Law Enforcement Group Vehicle Identification". Below that it lists an ostensible permit # and expiration date. At the bottom it says "Federal Law Enforcement Assistance Group".

I can't say for certain, but this is almost certainly false.
