He's blocking 6 feet of a bus stop... the buses have more than enough room to pull in...take pictures of cops parking in the middle or the front of a bus stop and then and only then will you have a valid argument.
Next time a civilian gets a ticket for a similar infraction, all he has to do is print out this report with all the comments saying it is OK and show it to the Judge.

All NYPD restricted permits are expired. The 2008 permits have not yet been issued.

This is in the SEZ for the NYPD Queens Lab.
Everyone knows my standing on the matter, so I'm gonna stop repeating myself in regards to the SEZs, and the "expired" permits.
I see no real problem in this picture.

How is he blocking the handicap? The bus still has about 75 feet.

It is really simple, just ticket and tow that part of thecar in the bus stop.
