Expired UFA placard, but not towed by TEA

UFA placards, are of course, illegal. This one is expired too.
An NYPD tow truck and an additional TEA agent were here when I was taking this picture, but they did not tow this car. They towed the one next to it -- one that did not have a placard.
Looks like some re-training is in order.

If it is illegal how is it expired?

No re training is ordered, a commedation for a job well done...
