Fake FDNY placard

The owner of this car with Jersey plates supposedly works at Engine 54 in Midtown. Why does he think that this entitles him to park illegally on 1st Ave near Stuy Town?
Placard looks very fake. At the bottom, it says "Stephen J Cassidy", who is the current UFA president.
Sign says No Parking 7AM-6PM
Except Sundays
Except Trucks Loading & Unloading

Why is this "fake"? The placard in question is Union issued, and as such, SHOULD have the current Union Presidents name on it. I don't see a problem here.

14Feet - sorry, I was not clear. The placard looks nothing like the 2008 UFA ones I have seen. It was a very homemade-looking job. Edited the post to better reflect this.

Has anyone ever thought in their infinite wisdom why does this vehicle have a FDNY placard with New Jersey plates. hmmmmmm is it because A fireman lives in NJ? :)
