That's where the 13th and Manhattan South Boro HQ is...they're trying to widen the block/mandate angle parking there. I understand the sidewalk on the other side of the street is TOTALLY clear, use your transportation alternative and walk the other side.
comeon lawandorder that corner has been on this site more times thatn you posted pictures. that is a SEZ and you know it... take the picture from the left side of the car and show us all how much room there really is....
Yeah, I usually snap a photo when I'm stopped at the light. I'll try to take a pic from the other side next time. But that's not really relevant, since it's still illegal to park on the sidewalk, no matter how much room is left.
Thats not the point, The point is that that area is a SEZ (legal or not) the cops park like that so that more cars can fit on the block and keep the SEZ small. Imagine if we parked our cars on the street, the amount of parking spaces would lessen thus taking more room to park the same amount of cars.
Law, you ask "are SEZs legal?" I sure would hope so, since they are written directly onto parking signage. "Police Vehicles Only" is ussually what it says. If you're trying to say that those signs don't count, or arn't important enough to obey, then I submit to you that no parking sign is important. If thats not what you're saying, then SEZs are valid, and everyone can stop claiming otherwise.
And as far as this picture is concerned, AngryBkCop is right, both he and I have stated NUMEROUSE times how to fix this, I'll do it again: "This is in the SEZ for the 13th precinct. This SEZ, like most in this city, is WAY too small to hold all the vehicles it needs too.
Like I've said before, lets move the sidewalk in to half it's current size, make the entire block angle parking only, and make both sides NYPD and ESU only. This should make everyone happy. It would still leave room for pedestrians, and add valuable "legal" parking spaces to the SEZ.
While doing this for all precincts would be expensive, I feel that it is infact a very fair compromise for both the City and private citizens."
There must be no opportunity to box vehicles used to respond to emergencies. they park that way so they can save your life faster. the vehicle in in the SEZ and is not too far up on the sidewalk, I've seen much worse, I've seen them parked so far up on the sidewalk people in wheelchairs were nearly trapped. In those cases feel free to walk into the station and tell the desk officer.

Actually, there are many vehicles parked on the north sidewalk as well.
