Idk, seems to me like he has a clue. He's clued in on how to get hastle-free parking for his truck every night. (Oh, and thanks for finally picking a few angle, I was getting tired of seeing the same front-right corner shot of this truck...)
I agree. He hasn't gotten any tickets yet with his plaque. Sounds like he has figured the system out pretty well. For all we know he works for the federal government in some capacity and doesn't receive a placard so he made his own. It could have happened already that he was pulled over or someone saw his placard and he showed proper ID that he worked for some government agency and the officer had no way to verify if the placard was real and let him go. It actually looks like he is parked in a one-hour parking zone, right? Not the usual No Parking Anytime.

WillNYC - no, it's a No Parking Anytime zone. I have also seen him park in front of hydrants, in bus stops and in crosswalks.
