Actually the vehicle is parked in a driveway entrance to a condemned parking garage awaiting demolition.

And it's in a restricted area for Police Parking only!!

But a civillian would get a summons for parking there in the driveway and on the sidewalk.

poster #3.... no a summons would not be issued due to the driveway or sidewalk , it would be issued because there are signs posted stating authorized police vehicles only...
