This permit authorizes a different vehicle, not this one. Might be fake, too, because it looks a bit flimsy and off color for a NYPD placard. Or maybe a cop gave copies to his other family members...
This is NOT an invalid permit. Just because the plate #s do not match, does not make it invalid. The permit goes with the driver, NOT the car. The officer is allowed to own multiple cars, or borrow a car.
Buttle, the permit only has a spot for one car (yet another out dated form, that should be fixed). Infact, when people on this site have come across permits with multiple plates written (squeezed) on it, they complain about that too. Either way that only solves the problem for officers that have multiple cars registered to them. What about borrowing a car, or getting a rental car? Like I've said before, just taking permits away is not the answer. The permit system needs to get a complete overhaul, including a redesign (that would address the car problem and others), and more training for traffic agents to recognize the new permits.
You seem to want it both ways: When the correct plate number is listed with another plate or plates, you say no foul. When only an incorrect plate number listed - no foul again.
When a priviledge is abused, it should become more restricted, not less. Maybe you shouldn't be allowed to transfer the placard between vehicles at all. I think you'd agree that there's good evidence that in most cases it isn't transferred between vechiles for an official purpose - merely for convenience. Maybe it's not worth it to societly for those few times it IS for offical business. If you can't use the correct vehicle with the correct placard, then tough - park like everybody else, use an alternative means of transport, or apply for a new placard. It's abuse by your fellows who have ruined a potentially usefull tool for you.
How about instead of a plate number just use the placard ID number? then the placard would go with the driver and would apply even if working a "paid detail" assignment. These are serially controlled so the plate is actually irrelevant.

In summer, I use them almost 50/50, in the winter, I use my sports car much much less.) But thats up to me to choose, not anyone else. Oh, and you say apply for another placard? HAHAHAHAHAHAHAHAHA, thats the funniest thing I've ever heard. First, the city bairly wants to issue just one. And second, having 2 permits per 1 emplyoee (while each being for a specific car) encourages abuse, by freinds and family, etc...

My understanding is the permit has to list ALL the vehicles which it covers.
