notice how the are not actually in front of the hydrant, belie it or not, that little bit of space is all the FDNY really needs to use that pump effectively, go to the scene of a fire and watch how they use the hose.
no matter who's car it is, if it is directly blocking the hydrant they will break the windows and run the hose through the car. that should tell you how much space they really need to do their job.

and you should remove the plate numbers from this posting. plate numbers are not permit numbers.
