A) There is no permit here, no it can't be "invalid", and B)It's parked at a meter, not causing any kind of problem, safety or otherwise. This is a non-issue.
I thought the mission of this site was "permit abuse". A traffic vest is not a "permit" under ANY interpretation of the english language and other than perhaps being in violation of an expired meter this vehicle is not creating any problem. Were there any witnesses that a cop of meter maid walked by this situation,failing to write the summons?

Anybody can walk into a uniform shop and purchase a traffic vest. This photo is useless.
