This does not look like an offical vehicle. No orange EZ-Pass, No permit shown, No light package visible. Could it be that this is a civilians car, and they just got lucky on a holiday weekend and didn't get ticketed?
NYPD unmarkeds are getting white EZpasses now instead of orandge. The spotlight on the drivers side gives this car away as non NYPD. Only highway has those spotlights.
Looks like there is a dashboard light suctioned to the windshield right? Look closer. Also, you are right a lot of these unmarked are getting white EZ-Passes but not all. Also, if you look very closely I think you can make out a strobe in the right (or left from our perspective) headlight. Either way, doesn't seem to be causing traffic or any safety violation.
I still don't feel that this is an NYPD car, however, even if it is, it's parked legally in the SEZ for the Medical Division, or APD. Both are located on that very block, inside LeFrak City. APD is in the DEP building, and the Medical Division is right around the corner on the Junction Blvd side. The SEZ stretches down Horace Harding Exp for a block, on both the east and west sides of Junction Blvd.
