apparently it does. and how do you know this person didn't ever get a ticket, or just doesn't care if he or she gets a ticket? or that it was a fast meter? or a broken meter just now repaired?

Because none of those things would matter if it was a civilian vehicle without a permit parked there. They would get a big, fat ticket. It wouldn't matter if the meter was fast or broken or anything else.

give me a break we are at war and u are concerned about a new york city correction officer using his permit to park for a few minutes and by the way a correction officer is law enforcement with powers to arrest.they protect this city as well as nypd does.thank you

Ah, I see, so the fact that our federal government is warring with other nations excuses any actions by (supposed) employees of the NYC Department of Corrections? Interesting logic there. Do I get a free pass to do whatever I want too?
