It's not really blocking pedestrians, there is still room to walk by it. However what I don't understand is, why not just park it in the street? Or in the bay? Why did they leave it on the sidewalk, something is a little fishy here.
Wait, I think I got it! In the other photo, a white van can be seen using the street spot next to this car. Now (a few seconds later) the van is gone. Could it be that this car parked on the sidewalk (to avoid double parking and congestion in the street) just for a second, while they shuffled the van out of the spot, and when came back and put this car in it? I bet thats what happened, because leaving it like this makes no sense.
They can't park the car in the bay. At most Post Offices the bays are not big enough to fit a car and trucks. The car most likely belongs to a Supervisor.
I don't beleive you, because that does not make an sence. Are you saying USPS employees are senceless? I doubt even you would make that claim. It seems to me like the easy solution would be to park in the street in the same spot, did you watch all day to make sure that didn't happen?
And as I've said earlier, it seems like this SEZ is too small too. We know the signage across the street is "USPS only", but he's not parking there. Why? Because there isn't enough room. We need a way to make the SEZ larger, whats your solution? Or don't you have one?
Without getting too specific, I live in the area, so I know for a fact that this car was there all day, and that other cars do the same thing all the time. I am not saying anything about USPS employees in general, other than some of them at this location park on the sidewalk often.

As for solutions, civil servants who cannot find a legal parking spot should consider mass transit or biking, or the Post Office can request more spots. Another solution would be to investigate several residents on the block who have fraudulently obtained USPS placards (they are not USPS employees) -- this would free up some more spots.
SEZ (Self Enforcement Zone) is the area around NYPD facilities that is signed "NYPD ONLY", and while I realize that the word SEZ doesn't apply exactly, what else do you call the area that is signed "XYZ Agency Only"? That is what I meant by the USPS SEZ.
As for taking spots from the community, in most places the community have more power then the employees in question. It'll never happen. But yes, thats my point, the "USPS Only" area should be made larger, and unfortunatly, this means less spots for residents. Sorry.
Oh, and lastly, how come you don't you want to reveal where you live, but you have no problem taking pictures of cops cars, and reveiling where they live? This is a security issue! Thank you for atleast blurring the plates, but really, that does very little for security. Any thug could easily track down these cars and cops, and do bad things. But no, it's ok for you to expose that, but can't tell us where you live. Yet another DOUBLE STANDARD that this site loves so much!
I think I missed the point where taking pictures of cops' private cars reveals where they live. I thought placards were for official business, not for parking in front of one's residence. ;)
Seriously though, it *might* reveal the area where they live, but not the address. Same as it is with some of my posts. No double standard here. And I would suggest if government employees really want to avoid attention, that they could just park legally.

14Feet - this car was parked on the sidewalk all day, I can assure you. It happens pretty often.
