TCD is located on 30th between 6th and 7th avenue. So what if he is parked here? He is not causing any problem that I am aware of and is well within the SEZ of TCD. If he were parked in a no standing anytime in front of the precinct you wouldn't have taken the photo.
Will - Assuming SEZs are even valid .. Restricted permits are only valid when used on the block faces immediately adjacent to the precinct or the division headquarters. Thus this car is outsize the SEZ and is parked illegally.

Everyone on this site complains about the "laziness" of police officers because they park on the sidewalk on the precinct block that is way too small to fit all the cars on it in the first place. Here is an officer who decided to park four blocks away to avoid any such problem and avoid causing danger to pedestrians and cyclists. If you look at that block on 30th street there are 35 marked and unmarked cars lined up on the whole block with barely any room for personal vehicles. I just don't understand the complaints, sometimes. He isn't on the sidewalk, crosswalk, bus stop, or hydrant. He parked four blocks away and doesn't fall into the category of "lazy" or "selfish." Also, I have never heard of restricted permits only being valid when used on adjacent blocks to the precinct or Div. HQ's. Please find me some literature that says that it is illegal to park on 26th street if the precinct is on 30th. That's like saying if you drive to work you have to park within a block of your job or you can't bring your car at all. I am serious about that literature though. Find me where it says in the patrol guide, or VTL, or anything that the SEZ literally means within ONE block or an ADJACENT block of the precinct.

For all they know he/she is on a call. They complain about spots they can't park in. Like I've said many times before. this site is an advocacy tool, targeting the problem of civil servants illegally abusing their parking privileges (not rights). therefore it concentrates on exposing this problem. if you want to make a pro-cop site, go to it. but this site is not pro-cop, anti-cop, pro-postal worker, anti-postal worker, pro-teacher, anti-teacher, etc. it is anti-illegal parking by civil servants. and for good reasons i'll get to.
You might want to scroll down and look at the organization that produced this site - Transportation Alternatives. They are for LESS driving. Wow, what a realization, "I bet the majority of the people who complain on this web site don't even drive". Ding! you win a prize! You're probably right. and in realizing that, you might then begin to grasp WHY people who don't own cars (and those who do) care when civil servants park illegally. not because we are jealous that we can't park in front of hydrants, but because illegal parking makes the streets on neighborhoods we live on more miserable. illegal parking = free parking, which then encourages civil servants to drive instead of using mass transit, biking or walking (you know, like the majority of people in this town do). therefore, free parking = more cars, more congestion, more pollution and all the fun stuff that comes from cramming more cars into a city that wasn't really meant for them to begin with.
So, yeah, we do get it, all too damn well. maybe now you will too.

Most of them can't take public transportation or ride a bike to work like you and everyone else on this wasteful site wants everyone to do. I bet you work a 9 to 5 job and can take public transportation. I can't take public transportation to get to work, so I have to drive. Guess what to bad. Leave the city to the people who LOVE THIS CITY! I was born and raised here, and the traffic and clutter does not bother me one bit... This is still a free country, and you guys are free to move somewhere else if you don't like where you are now... An SEZ is established by a precinct Commanding Officer and normally the boundries are created based on precinct manning/parking needs. This is set for two reasons, first so that traffic agents (not cops) don't summons NYPD personal autos, second that same boundry is to be enforced by the Precinct Integrity Control Officer who, believe it or not actually DOES write tickets to the offending cops. Highway #3, doesn't even issue placards to it's cops...WHY?... they all park off the GCP near their HQ in an area not accessible to the public, hence no need for a placard.
This city wasn't really meant for cars? This city seems to dedicate alot of time and money into roadways, traffic flow and enforcement for a city that isn't meant to have cars!
Hoodwatch, an SEZ is not on any written LAW or Patrol Guide policy per se, it falls under a general larger policy allowing the Commanding Officer of a Precinct to establish administrative guidelines to allow the day to day functioning of a command. The SEZ is to prevent traffic agents from blitzing a parking area used by police for their autos. The precinct ICO has the enforcement responsibility in this zone. The same general policy allows the creation of an "off-limits and/or unlawful locations" list that prohibit cops from entering or conducting business due to the POSSIBILITY of corruption, including discounted meals etc., even though there is no "written law" allowing the establishment of this list, just a general policy.
Law&Order, Today I bumped into a copy of the "Parking Enforcement Guide 2008/2009" issued by the NYC DOT. It states that NYPD Restricted Parking Permits are allowed "onky within the VICINITY of the police facility printed on the placard". It says nothing about being on "the block faces immediately adjacent to the precinct or the division headquarters" as you claim.

Lawand... a SEZ is as large as needed to accomodate precinct manning, not an arbitrary geographical dictate.
