According to you USPS doesn't have placards. So which is it do they or don't they? What about the motor cycle? What about the fact that both of them are blocking the bay along with the car parked in the street.

The motorcycle did not have a placard on it, nor was it an official vehicle, so it doesn't match the site's mission. Yes, it is still illegally parked.

dragon - yes, if you noticed, this site's purpose is to shine light on the abuse of parking placards by government employees. Thus the motorcycle without the placard doesn't qualify for a post. Still just as illegal, and annoying, and 311 was called about it too.
14feet - actually, i did see a motorcycle with a placard, but only once (it too, was parked on the sidewalk). can't remember the issuing agency, but I remember being surprised. what you say makes sense though.
The car that is parked the street blocking the bay (which most likely belongs to a Postal Employee) must also have a placard on it as well. If he didn't, He would have been towed by a Postal tow truck.

Motorcycle are not issue permits (because there is no way to secure it).
