FYI, we're not publicly displaying the time observed (probably for privacy/safety reasons) but the poster reports that this was observed in the middle of the day.
There are, of course, official NYC clergy permits. (See http://nyc.uncivilservants.org/how_can_i_tell) This is not one of them. The rules are pretty daunting, which is probably why it's easier to just fire up the xerox machine rather than jump through the official hoops. Especially since it seems to work just as well.
The VAS plates are a more interesting situation -- apparently any member of a Volunteer Ambulance Service can get these from the state by providing a letter on ambulance company letterhead (see http://www.nydmv.state.ny.us/emerg.htm) There's all kind of other nifty plates one can get with the right professional membership (http://www.nydmv.state.ny.us/profpl8.htm). It's amusing to see that there are Hypnotherapist custom plates, but no Attorney ones -- you'd probably get extra tickets with those.
These kinds of situations are only going to get resolved by a combination of (1) better training for traffic enforcement agencts, and (2) an end to the apparent "any placard works" policy in the traffic control division.

He may have VAS plates but the clergy plaque on the dash shows he is on private business.
However the sign shown says Friday parking is legal after 7 PM. If it is before 7, summons and tow. After 7, no complaint. No time was specified.
